3 OLD DIE CUT CAST BRONZE/BRASS EAGLES c1920 MILITARY?

Three identical old die-cut cast brass or bronze EAGLES about ¾ x 2”, with wings fully extended, beak facing right, & clutching arrows. I have no idea what exact purpose these are designed for. They may have been intended for military use or just to be decorative on something.

Another puzzle is exactly how these eagles were attached to whatever they were designed for. Each eagle has two prongs jutting out from the back, which is part of the casting, but the prongs are blunt rather than pointed or threaded. Perhaps they are unfinished?

Whatever the purpose of these eagles, they show fine detail and an early American design. They are somewhat reminiscent of full-colonel insignia or hat insignia in the early military. I would suppose these to date at least as far back as the 1920s and perhaps earlier. Good condition as shown in scan of front, reverse, & enlarged detail. Interesting Americana.
